High-Level Delegation Visits WHX Dubai to Propel Investment in UP’s Medical Devices Park (YEIDA)
A high-level delegation from the Government of Uttar Pradesh and the Government of India successfully concluded a strategic visit to WHX Dubai (formerly Arab Health) at the Dubai Exhibition Centre. The delegation aimed to showcase the Medical Devices Park (MDP) at the Yamuna Expressway Industrial Development Authority (YEIDA) as a premier global destination for medical manufacturing and innovation.
Delegation Leadership: The visit was led by senior officials, including:
• Shri Chandra Vijay Singh, IAS, Special Secretary, Industries Department, Government of Uttar Pradesh.
• Shri Shailendra Kumar Bhatia, IAS, Additional CEO, YEIDA, Government of Uttar Pradesh.
• Shri Hitendra Sahu, Director, Department of Pharmaceuticals, Government of India.
• Shri Praveen Kumar Mittal, Executive Director, Export Promotion Council for Medical Devices (EPCMD-India).
Key Strategic Outcomes and Investment Interests: The delegation held intensive one-on-one meetings with global industry leaders and Indian healthcare giants to facilitate land allotments and laboratory setups:
• Expansion & New Allotments:
o Disposafe confirmed they will apply for 10 acres of land via the Nivesh Mitra Portal to support their expansion.
o Polymedicure, a leading Indian exporter, will soon commence construction on their already allotted 7-acre plot.
o Kusum Healthcare expressed interest in setting up an assistive medical devices plant for exports to Ukraine and CIS countries.
• Global Tech Giants:
o Wipro GE Healthcare is positively considering a new plant at MDP YEIDA, with internal board approval currently awaited.
o Positive discussions were also held with Olympus (Japan), Elekta (Sweden), and Siemens Healthineers regarding the establishment of manufacturing plants within the park.
o Stockholm–headquartered Elekta AB is a Swedish multinational medical technology company specializing in precision radiation medicine, primarily serving oncology and neurosurgery. The company develops technologies that enable highly targeted cancer treatments while minimizing damage to healthy tissue.
o Elekta AB maintains a strong #2 global position in the radiotherapy market, which is characterized as a “duopoly” dominated by Elekta and Varian Medical Systems (a Siemens Healthineers company). Together, these two companies control over 90% of the market.
• Testing & Infrastructure:
o Accuprec and TUV SUD (Germany) were invited to set up ASCA-accredited testing laboratories, with Accuprec scheduled to visit the park in mid-February.
o Accuprec has submitted draft proposal for setting up ASCA lab with financial budgeting of Rs.250 Crore across various segments. The plan is detailed out on timeline of 5 years.
• Strategic Partnerships:
o Discussions were initiated with Philips, Fujifilms and Zimmer Biomet to explore localization and MedTech innovation opportunities at the Medical Devices Park, YEIDA
o Healthium MedTech and Hindustan Syringes (HMD) have been invited to consider the park for their next phases of expansion.
Diplomatic Support and Sovereign Investment: The delegation also met with Dr. Deepak Mittal, India’s Ambassador to the UAE, and Mr. Satish Kumar Sivan, Consul General of India to the UAE. The diplomats were briefed on the park’s unique selling propositions (USPs) and locational advantages. They were also briefed about the 101 companies already allocated land at the Medical Devices Park strictly adhering to the allocated 5 target segments for manufacturing by Government of India. The meeting concluded with an assurance of support in promoting the park across UAE investment forums and exploring potential sovereign wealth fund investments.
