नोएडा इंटरनेशनल एयरपोर्ट पर प्रस्तावित अत्यधिक UDF एवं यात्री शुल्कों पर विधायक जेवर ने जताई चिंता
उत्तर प्रदेश और केंद्र सरकार को भेजा विस्तृत पत्र, शुल्कों के पुनर्मूल्यांकन की मांग

जेवर विधानसभा के विधायक ने नोएडा इंटरनेशनल एयरपोर्ट, जेवर पर प्रस्तावित यूज़र डेवलपमेंट फीस (UDF) एवं अन्य यात्री शुल्कों को लेकर गंभीर चिंता व्यक्त करते हुए उत्तर प्रदेश शासन के मुख्य सचिव को एक विस्तृत पत्र प्रेषित किया है।
अपने पत्र में विधायक ने कहा कि नोएडा इंटरनेशनल एयरपोर्ट देश की सबसे महत्त्वाकांक्षी अवसंरचना परियोजनाओं में से एक है, जिससे पश्चिमी उत्तर प्रदेश, राष्ट्रीय राजधानी क्षेत्र एवं सम्पूर्ण उत्तर भारत की जनता को अत्यधिक अपेक्षाएँ हैं। यह एयरपोर्ट भविष्य में निवेश, रोजगार, औद्योगिक विकास एवं क्षेत्रीय कनेक्टिविटी का प्रमुख केंद्र बन सकता है, किन्तु प्रारंभिक चरण में प्रस्तावित शुल्क संरचना जनहित के विपरीत प्रतीत हो रही है।
विधायक ने उल्लेख किया कि 07 मई 2026 को इंडिगो एयरलाइंस द्वारा आगामी 15 जून से नोएडा इंटरनेशनल एयरपोर्ट से प्रारंभ होने वाली उड़ानों का शेड्यूल जारी किया गया। प्रारंभिक टिकट दरों के अनुसार लखनऊ से जेवर एयरपोर्ट तक की उड़ान लगभग ₹5072 प्रदर्शित हो रही है, जबकि इसी अवधि में लखनऊ से दिल्ली एयरपोर्ट तक की उड़ानें लगभग ₹3600 से ₹4300 के मध्य उपलब्ध हैं।
उन्होंने कहा कि यह स्थिति चिंताजनक है, क्योंकि नोएडा इंटरनेशनल एयरपोर्ट को एक वैकल्पिक, आधुनिक एवं जनसुलभ एयरपोर्ट के रूप में विकसित किया जा रहा था। यदि प्रारंभिक चरण में ही टिकट दरें दिल्ली एयरपोर्ट से अधिक रहेंगी, तो इससे यात्रियों पर अनावश्यक आर्थिक बोझ पड़ेगा तथा एयरपोर्ट की प्रतिस्पर्धात्मकता प्रभावित होगी।
विधायक ने यह भी कहा कि वर्तमान में एयरपोर्ट को पूर्ण मेट्रो, रैपिड रेल एवं अन्य मल्टी-मॉडल कनेक्टिविटी का लाभ प्राप्त नहीं है। NCR एवं पश्चिमी उत्तर प्रदेश के अनेक यात्रियों को यहां तक पहुँचने में अतिरिक्त समय एवं व्यय करना पड़ेगा। ऐसी स्थिति में दिल्ली एयरपोर्ट की तुलना में अधिक UDF एवं शुल्क तर्कसंगत नहीं हैं।
उन्होंने यह तथ्य भी प्रमुखता से उठाया कि उत्तर प्रदेश में एविएशन टरबाइन फ्यूल (ATF) पर कर मात्र 1% है, जबकि दिल्ली में यही कर लगभग 25% है। इसके बावजूद यदि टिकट दरें अधिक रखी जाती हैं, तो यह यात्रियों के हितों के प्रतिकूल होगा।
विधायक ने विमानन विशेषज्ञों एवं एयरलाइंस द्वारा व्यक्त उन आशंकाओं का भी उल्लेख किया, जिनमें कहा गया है कि अत्यधिक UDF एवं एयरपोर्ट शुल्कों के कारण टिकट दरों में अनावश्यक वृद्धि होगी, जिससे यात्रियों की संख्या, एयरलाइन संचालन एवं एयरपोर्ट की दीर्घकालिक व्यवहार्यता प्रभावित हो सकती है।
अपने पत्र में विधायक ने कहा है कि—
1. प्रस्तावित यूज़र डेवलपमेंट फीस (UDF) एवं अन्य शुल्कों का पुनर्मूल्यांकन कर उन्हें युक्तिसंगत बनाया जाए;
2. नोएडा इंटरनेशनल एयरपोर्ट के प्रारंभिक संचालन वर्षों में यात्री शुल्क एवं UDF को दिल्ली एयरपोर्ट से कम रखा जाए;
3. एयरपोर्ट को आम नागरिकों के लिए सुलभ एवं किफायती बनाए रखने हेतु आवश्यक नीति-निर्णय लिए जाएँ।
विधायक ने विश्वास व्यक्त किया कि उत्तर प्रदेश और केंद्र सरकार जनहित एवं प्रदेश के दीर्घकालिक आर्थिक हितों को ध्यान में रखते हुए इस विषय पर गंभीरतापूर्वक विचार करेगी।
इस संबंध में जेवर विधायक श्री धीरेन्द्र सिंह ने माननीय प्रधानमंत्री श्री नरेन्द्र मोदी जी, उत्तर प्रदेश के माननीय मुख्यमंत्री श्री योगी आदित्यनाथ जी, मुख्य सचिव उत्तर प्रदेश शासन, भारत सरकार के केन्द्रीय नागरिक उड्डयन मंत्री एवं केन्द्रीय नागरिक उड्डयन राज्यमंत्री और संबंधित अधिकारियों को पत्र प्रेषित किए हैं।
Jewar MLA Expresses Concern Over Proposed High UDF and Passenger Charges at Noida International Airport
Detailed Representation Sent to the Government of Uttar Pradesh and the Central Government Seeking Reassessment of Charges

The MLA of Jewar Assembly Constituency has expressed serious concern regarding the proposed User Development Fee (UDF) and other passenger charges at the upcoming Noida International Airport, Jewar, and has sent a detailed representation to the Chief Secretary of the Government of Uttar Pradesh.
In his letter, the MLA stated that the Noida International Airport is one of the most ambitious infrastructure projects in the country, carrying immense expectations for the people of Western Uttar Pradesh, the National Capital Region, and the entire northern region of India. The airport has the potential to emerge as a major hub for investment, employment, industrial development, and regional connectivity. However, the proposed fee structure at the initial stage appears to be contrary to public interest.
The MLA highlighted that on 7th May 2026, IndiGo Airlines released the flight schedule for services commencing from Noida International Airport from 15th June onwards. As per the initial ticket prices displayed, the airfare from Lucknow to Jewar Airport is approximately ₹5,072, whereas flights on the same sector from Lucknow to Delhi Airport are available in the range of approximately ₹3,600 to ₹4,300.
He stated that this situation is concerning because Noida International Airport was envisioned as an alternative, modern, and accessible airport for the common public. If ticket prices remain higher than Delhi Airport during the initial operational phase itself, it may impose an unnecessary financial burden on passengers and adversely affect the airport’s competitiveness.
The MLA further observed that, at present, the airport does not yet enjoy the benefit of complete metro connectivity, rapid rail access, and other multi-modal transportation infrastructure. A large number of passengers from NCR and Western Uttar Pradesh will have to incur additional time and travel expenses to reach the airport. Under such circumstances, higher UDF and passenger charges compared to Delhi Airport do not appear to be justified.
He also emphasized that Aviation Turbine Fuel (ATF) tax in Uttar Pradesh is merely 1%, whereas in Delhi it is approximately 25%. Despite this significant tax advantage, if ticket prices at Jewar Airport remain higher, it would be against the interests of passengers.
The MLA also referred to concerns raised by aviation experts and airlines that excessively high UDF and airport charges could unnecessarily increase ticket prices, thereby adversely impacting passenger traffic, airline operations, and the long-term viability of the airport.
In his representation, the MLA has requested that:
1. The proposed User Development Fee (UDF) and other passenger charges be reassessed and rationalized;
2. Passenger charges and UDF during the initial operational years of Noida International Airport be kept lower than those at Delhi Airport;
3. Necessary policy measures be undertaken to ensure that the airport remains accessible and affordable for the common public.
The MLA expressed confidence that both the Government of Uttar Pradesh and the Central Government would consider the matter seriously, keeping in view public interest and the long-term economic interests of the State.
In this regard, Jewar MLA Shri Dhirendra Singh has sent letters to Hon’ble Prime Minister Shri Narendra Modi Ji, Hon’ble Chief Minister of Uttar Pradesh Shri Yogi Adityanath Ji, the Chief Secretary of the Government of Uttar Pradesh, the Union Minister of Civil Aviation, the Minister of State for Civil Aviation, and other concerned officials of the Government of India.
