जय निषाद राज। महाराजा गुह्यराज निषाद की जय। महर्षि कश्यप की जय।
सम्राट मिहिर भोज की जय। निषाद- कश्यप-गुर्जर एकता जिंदाबाद-जिंदाबाद।
आप सभी साथियों का धन्यवाद कि आपने आज इस कार्यक्रम में बड़ी संख्या में पहुँचकर इसे सफल बनाया। यह कार्यक्रम उन लोगों के लिए एक स्पष्ट जवाब है, जो कहते थे कि निषाद पार्टी को पूर्वांचल तक ही सीमित रखा जाएगा। आज दिल्ली के पास दो जिलों में कार्यक्रम आयोजित हो रहे हैं। हमारे कार्यक्रम को असफल बनाने के लिए बहुत प्रयास किए गए, लेकिन जो लोग कभी गाँव-गाँव नहीं गए, वे भी आज हमारे बढ़ते प्रभाव से इतने चिंतित हो गए कि उन्हें गाँव-गाँव जाकर लोगों को अपने कार्यक्रम में बुलाना पड़ा। उन्हें भी आज यह सुन लेना चाहिए कि कश्यप-निषाद समाज किसी की जेब का वोट बैंक नहीं है। आज हमारे साथ यहाँ के गुर्जर भाई भी जुड़ गए हैं, और अब हम बिल्कुल भी रुकने वाले नहीं हैं।
क्यों भाई, किसी की पॉकेट में रहना है या अपने दल के साथ आगे बढ़ना है?
हम किसी को ताकत दिखाना नहीं चाहते थे। हम शांति प्रिय लोग हैं। पहले हमारा विचार था कि मत्स्य विभाग के मेरठ व पश्चिम के कुछ मंडलों में, मा० प्रधानमंत्री जी और मा० मुख्यमंत्री जी द्वारा चलाई गई योजनाओं के माध्यम से जिन लोगों को जीवनयापन सुधारने का अवसर मिला है, उन्हें आज महर्षि कश्यप जी के जन्मदिवस के अवसर पर सम्मानित कर प्रमाण पत्र वितरित किया जाए। ताकि समाज को यह जानकारी मिल सके कि हमने सरकार में रहकर मछुआ समाज के उत्थान के लिए कितना कार्य किया है। यहाँ मौजूद पत्रकार साथी शायद यह प्रश्न उठाएँ कि कार्यक्रम तो प्रमाण पत्र वितरण का था, फिर राजनीतिक बातें क्यों हो रही हैं। देखिए, हम राजनेता हैं—हमें जब मंच और श्रोता मिलते हैं, तो स्वाभाविक रूप से कुछ राजनीतिक बातें भी हो जाती हैं। क्योंकि सरकार में आने के बाद हमने क्या कार्य किए, और पूर्व में मत्स्य विभाग तथा मछुआ समाज को क्या मिला—यह जानने का अधिकार भी समाज को है।
मंत्री/विभाग/मलाई/आरक्षण पर
साथियों, हम तो सरकार का हिस्सा 2022 के चुनाव के बाद मंत्री बनने के बाद बने हैं मुझे मत्स्य विभाग का मंत्री बनाया गया, मुझसे आज समाज के ठेकेदार हिसाब मांगते हैं की सरकार में चार साल रहने के बाद मलाई काट ली और अब आरक्षण की याद आ रही है, आज तक हम शांत थे पर किंतु शांत पानी में ही लहर आती है और किनारे कब्जा करने वाले लोग ये भूल जाते हैं की पानी उनका सब कुछ तहस नहस कर सकता और जब लहर आती है तो पानी सब कुछ बहा कर ले जाता है। मझवार और तुरैहा आरक्षण को ना हम भूले थे ना हम सत्तासीन लोगो को भूलने का मौका देंगे। किंतु हम जानते हैं आरक्षण का मुद्दा कोई हल करेगा तो मा० प्रधानमंत्री जी मोदी जी ही करेंगे। मैंने चार साल में मझवार तुरैहा आरक्षण को लेकर ना अपने तेवर बदले हैं और ना आरक्षण का मुद्दा भुला हूँ नाही लोगो को भूलने दिया है।
ये लोग बोलते हैं की मलाई काट ली चार साल- आख़िर मैं उनसे पूछना चाहता हूँ विभाग मछली और मलाई दोनों की शुरुआत “म” शब्द से ही होती है किंतु दोनों का दूर दूर तक रिश्ता नहीं है,
1. मछली के साथ दूध पी सकते हैं क्या?
2. मछली के साथ मलाई खा सकते हैं क्या? मेरे विभाग के पास तो जिला पंचायत और नगर निगम से भी कम तो बजट हैं मैं उसमे से मलाई खा लूँ ये कैसे संभव है। मलाई तो कल्याण कल्याण वाले विभागों में होती है।
विभागीय नीति/विकास/बजट/अधिकारियों का धन्यवाद
मैं अपने विभागीय अधिकारियों को धन्यवाद देना चाहता हूँ की इतने कम समय में आपने 04 साल में अपने विभाग की पहचान आज देश व प्रदेश में करवाने का काम किया है। पहले तो जिला अधिकारी और मुख्य विकास अधिकारी भी नहीं जानते थे की मत्स्य विभाग जैसा भी कोई विभाग है क्या, आज प्रदेश में मत्स्य विभाग कि अपनी पहचान और शान है। देश में पिछले दो वर्षों से हम उत्तर प्रदेश को इनलैंड फ़िशरिज में नंबर वन स्थान प्राप्त किया है। इसका जिक्र स्वयं मा० मुख्यमंत्री जी के विधानसभा में घोषणा करके की है। जब मुझे मत्स्य विभाग का मंत्री बने गया तो मुझे और मेरे शुभचिंतकों को लगा की मुझे सरकार ने साइड लाइन कर दिया है, किंतु दिल्ली से जेपी नड्डा जी का विभाग आवंटन से पहले फ़ोन आया की निषाद जी, विभाग मिलने के बाद कुछ प्रतिक्रिया मत दीजिएगा। क्युकी मा० प्रधानमंत्री जी चाहते हैं आप जनसेवा करे, किंतु उन्होंने भी विभाग का नाम नहीं बताया, मैं समझ गया की मुझे मछली विभाग दिया जा रहा है, जब मैं आया तो मत्स्य विभाग में राज्य सरकार केवल केंद्र की योजनाओं को चलाने का बजट के लिए राज्यांश ही देती थी। मात्र 150 करोड रुपये (जिसमे विभागीय अधिकारियों की तनख्वाह, और प्रधानमंत्री मत्स्य संपदा योजना में राज्यांश), और जनपद चंदौली में मंडी परिषद के तहत बन रही मंडी के लिए मत्स्य विभाग का अंश था। आप यकीन नहीं मानेंगे की मैंने जब सरकारी फाइल खोली तो मुझे पता चला की पूर्व की सरकारों को तो मछुआ समाज से बदबू आती थी किंतु मत्स्य विभाग से भी बदबू आती थी ये मुझे भी मंत्री बनने के बाद पता चला। केंद्र में 2014 में मा० प्रधानमंत्री मोदी जी की सरकार बनी और राज्य में समाजवादी पार्टी की सरकार थी केंद्र सरकार ने नीली क्रांति योजना चलाई और मैंने देखा की कुछ उँगलियों पर गिनने के लिए ही मछुआ समाज के लाभार्थी है। मछली- मछुआ समाज नहीं मारेगा तो क्या यादव जी मरेंगे, पंडित जी मारेंगे, ठाकुर जी मारेंगे, या मुसलमान मारेगा। मा० प्रधानमंत्री जी ने ड्रीम प्रोजेक्ट के तहत उत्तर प्रदेश में अल्ट्रा मॉडल फिश मंडी बनाने के लिए केंद्र से पैसे भेजा किंतु मुझसे पहले के मंत्री ने इसमें भी सौदा कर लिया, पैसा मछली विभाग का किंतु अधिकार मंडी विभाग का ये कहा का न्याय है? आज हम गोरखपुर में 100 करोड़ की मंडी बनाने जा रहे हैं और उसका पूरा अधिकार और स्वामित्व मत्स्य विभाग का होगा। आज राज्य में प्रधानमंत्री मत्स्य संपदा योजना, प्रधानमंत्री मछुआ दुर्घटना बीमा योजना, किसान क्रेडिट कार्ड (मत्स्य पालन क्षेत्र), एनएफडीपी रजिस्ट्रेशन, मुख्यमंत्री मत्स्य संपदा योजना, निषाद राज बॉट योजना, माता सूकेता केज कल्चर, एरियेटर सिस्टम, मत्स्य पालक कल्याण कोष के अंतर्गत (शिक्षा, चिकित्सा, दैवीय आपदा, विवाह) के लिए आर्थिक सहायता। और हम जल्द ही महर्षि कश्यप जी के नाम से भी योजना संचालित करने जा रहे हैं। 2022 से अभी तक 1 लाख से अधिक मछुआ समाज को लाभ दिया जा चुका है। मैं आप सभी से अनुरोध करता हूँ की नौकरी करने से अच्छा है की मत्स्य विभाग से अनुदान लेकर अपना ख़ुद का रोजगार शुरू करें।
मेरठ में सोनू कश्यप हत्याकांड पर
मैं जानता हूँ कि कुछ लोगों ने आपको बरगलाने की साजिश रची। 13 जनवरी 2026 को हमारी अपनी पार्टी, निषाद पार्टी का संकल्प दिवस था। उस दिन मैं आपकी आवाज को केंद्र के संसदीय कार्यमंत्री और राज्य सरकार दोनों डिप्टी सीएम एवं सभी सहयोगी दलों के सामने रखने का काम कर रहा था। मैंने समाज के इन नए-नए ठेकेदारों को भी निमंत्रण दिया था कि आइए, कार्यक्रम में जुड़िए—हम सब मिलकर निषाद-कश्यप समाज की आवाज को एकजुट होकर आगे बढ़ाएँ। लेकिन कुछ लोगों ने सोशल मीडिया पर अफवाह फैलानी शुरू कर दी कि “संजय निषाद सोनू कश्यप के घर नहीं आएंगे।” 14 जनवरी 2026 को दूसरी तरफ, जब मैं वहाँ जाने के लिए निकला, तो मुझे ऊपर से फोन करवाकर रोका गया कि आपको जाने की जरूरत नहीं है, क्योंकि “पश्चिम का ठेकेदार” जा रहा है। इसके बावजूद मैं अपनी जिद पर अड़ा रहा और लखनऊ से दिल्ली के लिए निकला। लेकिन गाजियाबाद में पुलिस ने मुझे घेरकर रोक लिया और आगे नहीं जाने दिया। मुझे नजरबंद (हाउस अरेस्ट) किया गया। सरकार में रहते हुए भी मैंने अपनी गिरफ्तारी दी।
मैंने देखा की समाजवादी पार्टी के सांसद जा रहे हैं, मुजफ्फरनगर के पूर्व सांसद के साथ परिवार चले जा रहा है, बिहार से आकर नेताओ से स्वर्गीय सोनू का परिवार मिल रहा है, विपक्ष के विधायक मिल रहे हैं, तो आखिर मुझे क्यों रोक रहे हों, मैंने तो ये भी कहाँ की मेरठ के कप्तान अपने साथ अपनी गाड़ी में लेकर चलें, किंतु अकेले जाने में कौन सी शांति व्यवस्था भंग होती ये तो वो ही बता सकते हैं। मैं चाहता तो कानून अपने हाथ में ले सकता था, लेकिन हम शांति प्रिय लोग हैं, संविधान को मानने वाले लोग हैं। सोनू कश्यप के लिए हमें भी उतना ही दर्द था, जितना उसके माता-पिता को था। मैं आप सभी से यह कहना चाहता हूँ—समाज के किसी भी भाई के साथ अन्याय होगा, तो मैं भले थोड़ा देर से पहुँचूं, लेकिन पहुँचूंगा जरूर।
समाजवादी पार्टी-राष्ट्रीय अध्यक्ष श्री अखिलेश यादव जी से 05 प्रश्न
साथियों, आज कल उत्तर प्रदेश में सबसे ज़्यादा चर्चा किसी जाती की राजनीति में हो रही है तो वो है निषाद-कश्यप-बिंद-गुर्जर समाज की, क्युकी आज कल ट्रेंड बन गया है निषाद-कश्यप-बिंद-गुर्जर समाज को अपने साथ खीच लो। समाजवादी पार्टी के मुखिया ने हमारी बहन वीरांगना फूलन देवी की बहन को महिला मोर्चा का अध्यक्ष बनाया, ये स्वागत योग्य कदम हैं, किंतु मैं आज अखिलेश जी ये पूछना चाहता हूँ की
1. आपको निषाद की याद आई तो इतने दिन बाद याद क्यों आई?
2. आपको बहन फूलन देवी को सम्मान देना था तो आपकी सरकार रही आपने बहन फूलन की प्रतिमा और पार्क लखनऊ में स्थापित क्यों नहीं किया?
3. आपको बहन फूलन देवी के प्रति थोड़ा भी सम्मान रखते तो आपके 37 सांसद आज संसद में सीबीआई जांच की मांग क्यों नहीं करते हैं?
4. बहन फूलन देवी की माता जी को आपने सम्मान क्यों नहीं दिया?
5. अखिलेश जी ये बताना होगा की आप बहन फूलन देवी की माता जी से अंतिम बार मिलने कब गए?
अगर आप इन बातो का जवाब नहीं देते हैं तो अखिलेश जी ये मछुआ समाज आपकी बातों में नहीं आयेगा, ये समझ जानता हैं की दलाल नहीं दल में जाना है।
आज आवश्यकता है कि हम सब एकजुट रहें, अपने महापुरुषों के आदर्शों को याद रखें, और अपने अधिकारों के लिए संगठित होकर आगे बढ़ें। सरकार में रहते हुए हमने जो कार्य किए हैं, उन्हें समाज तक पहुँचाना भी हमारी जिम्मेदारी है, और आने वाले समय में और मजबूती से अपने हक की आवाज उठाना भी। आइए, हम संकल्प लें कि अपने समाज को शिक्षा, रोजगार और आत्मनिर्भरता की दिशा में आगे बढ़ाएंगे। मत्स्य विभाग और अन्य योजनाओं के माध्यम से जो अवसर मिल रहे हैं, उनका लाभ उठाकर अपने भविष्य को मजबूत करेंगे। याद रखिए—अब समय बदल चुका है। हम किसी की जेब में रहने वाले नहीं हैं, बल्कि अपनी ताकत से आगे बढ़ने वाले लोग हैं।
इसके अतिरिक्त श्री निषाद जी ने गुर्जर समाज को संबोधित करते हुए कहा कि निषाद पार्टी और वह गुर्जर समाज की प्रमुख मांगों को सरकार के समक्ष रखने का काम करेंगे।
1. दादरी स्थित सम्राट मिहिर भोज कॉलेज को विश्वविद्यालय का दर्जा प्रदान करने तथा उच्चस्तरीय शैक्षणिक एवं आधारभूत सुविधाएं विकसित करने की मांग को सरकार के समक्ष रखेंगे।
2. अंग्रेजों की दमनकारी नीतियों के विरुद्ध संघर्ष करने वाले महान स्वतंत्रता सैनानी विजय सिंह पथिक एवं धन सिंह कोतवाल को मरणोपरांत भारत रत्न से सम्मानित करने के लिए सरकार से माँग करेंगे।
3. मेरठ जिले का नाम बदलकर 1857 के प्रथम स्वतंत्रता संग्राम के जनक एवं मेरठ के तत्कालीन कोतवाल धन सिंह गुर्जर के नाम से रखा जाए साथ ही किसी एक मुख्य सड़क ना नामकरण भी उनके नाम से करने की मांग को सरकार के समक्ष रखने के लिए अनुरोध करेंगे।
4. श्रृंगवेरपुर धाम की तर्ज पर पश्चिम के किसी भी जनपद में महर्षि कश्यप ऋषि की भव्य प्रतिमा स्थापित की जाए।

Address by Hon’ble National President – Nishad Party & Cabinet Minister (Fisheries Department), Government of Uttar Pradesh, Dr. Sanjay Kumar Nishad
Thank all of you for attending this program in large numbers and making it successful. This program is a clear answer to those who used to say that the Nishad Party would be limited only to Purvanchal. Today, programs are being organized in two districts near Delhi. Many attempts were made to make our program unsuccessful, but those who never went from village to village earlier have now become so worried about our growing influence that they had to go door-to-door inviting people to their own programs. They should also hear this clearly today that the Kashyap–Nishad community is not anyone’s pocket vote bank. Today, our Gurjar brothers have also joined us here, and now we are not going to stop at all.
Tell me, do you want to remain in someone’s pocket or move forward with your own party?
We did not want to show strength to anyone. We are peace-loving people. Earlier, our idea was that in Meerut and some western divisions of the Fisheries Department, those people who got opportunities to improve their livelihood through the schemes run by the Hon’ble Prime Minister and Hon’ble Chief Minister should be honored today on the occasion of the birth anniversary of Maharishi Kashyap by distributing certificates. So that society can know how much work we have done for the upliftment of the fishing community while being in the government. The journalist friends present here may raise the question that the program was for certificate distribution, then why are political talks happening. See, we are politicians—when we get a stage and audience, naturally some political talks also happen. Because the society also has the right to know what work we have done after coming into the government, and what the Fisheries Department and the fishing community got earlier.
On Minister/Department/“Cream”/Reservation
Friends, we became part of the government after the 2022 elections when I became a minister. I was made the Minister of Fisheries. Today, the contractors of the society ask me for an account that after staying in the government for four years, I have taken all the “cream” and now I remember reservation. We remained silent till now, but waves rise only in calm water, and those who capture the shores forget that water can destroy everything. When the wave comes, it sweeps everything away.
We had neither forgotten nor will allow those in power to forget the reservation issue of Majhwar and Turaiha. But we know that if anyone will solve the reservation issue, it will be Hon’ble Prime Minister Modi ji. In these four years, I have neither changed my stance on Majhwar–Turaiha reservation nor forgotten the issue, nor allowed people to forget it. These people say that we enjoyed benefits for four years. I want to ask them—both “fish” and “cream” start with the letter “M,” but they have no relation at all.
1. Can you drink milk with fish?
2. Can you eat cream with fish?
My department has even less budget than district panchayats and municipal corporations. How is it possible for me to take “cream” from it? “Cream” exists in welfare departments.
Departmental Achievements & Development Departmental Policy / Development / Budget / Thanks to Officers
I want to thank my departmental officers that in such a short time, in four years, you have established the identity of your department in the country and the state. Earlier, even District Magistrates and Chief Development Officers did not know whether there was any department like Fisheries. Today, the Fisheries Department has its own identity and pride in the state. For the last two years, we have secured the number one position for Uttar Pradesh in inland fisheries in the country. This has been mentioned by the Hon’ble Chief Minister himself in the Assembly.
When I was made the Minister of Fisheries, I and my well-wishers felt that I had been sidelined by the government. But before the allocation of the department, I received a call from JP Nadda ji from Delhi, saying, “Nishad ji, after getting the department, do not give any reaction,” because the Hon’ble Prime Minister wants you to serve the people. Even then, he did not tell me the name of the department, but I understood that I would be given the Fisheries Department.
When I came, the state government only provided its share of budget for running central schemes. Only ₹150 crore was available (which included salaries of departmental officers and the state share in Pradhan Mantri Matsya Sampada Yojana), and also the share of the Fisheries Department in the fish market being built under Mandi Parishad in district Chandauli. You will not believe, when I opened the government files, I came to know that previous governments not only disliked the fishing community but even treated the Fisheries Department with neglect—I realized this only after becoming a minister.
In 2014, when the Hon’ble Prime Minister Modi ji’s government came to power at the center and there was a Samajwadi Party government in the state, the Blue Revolution scheme was launched. I saw that only a handful of beneficiaries from the fishing community existed. If the fishing community does not catch fish, then who will—Yadav ji, Pandit ji, Thakur ji, or a Muslim?
Under the dream project of the Hon’ble Prime Minister, funds were sent from the center to build an ultra-model fish market in Uttar Pradesh, but the previous minister made a deal in that too—the money was of the Fisheries Department, but control was given to the Mandi Department. What kind of justice is this?
Today, we are going to build a ₹100 crore fish market in Gorakhpur, and it will be fully owned and controlled by the Fisheries Department.
Today in the state, the following schemes are running:
1. Pradhan Mantri Matsya Sampada Yojana
2. Pradhan Mantri Fishermen Accident Insurance Scheme
3. Kisan Credit Card (Fisheries Sector)
4. NFDP Registration
5. Chief Minister Matsya Sampada Yojana
6. Nishad Raj Boat Scheme
7. Mata Suketa Cage Culture
8. Aerator System
9. Fisheries Welfare Fund (education, medical, natural disaster, marriage assistance)
And soon we are going to launch a scheme in the name of Maharishi Kashyap. From 2022 till now, more than 1 lakh people from the fishing community have been benefited. I request all of you that instead of doing jobs, it is better to take subsidy from the Fisheries Department and start your own employment.
On Sonu Kashyap Incident (Meerut)
I know that some people tried to mislead you. On 13 January 2026, it was the Sankalp Diwas of our own party, the Nishad Party. On that day, I was presenting your voice before the Union Parliamentary Affairs Minister, both Deputy Chief Ministers of the state government, and all allied parties. I had invited these new “contractors” of society also to come and join the program so that together we could raise the voice of the Nishad–Kashyap community.
But some people started spreading rumors on social media that “Sanjay Nishad will not go to Sonu Kashyap’s house.” On 14 January 2026, when I left to go there, I received calls from above asking me not to go, saying that the “contractor of the west” was going. Even then, I insisted and left from Lucknow for Delhi. But in Ghaziabad, the police surrounded me and stopped me from going further. I was put under house arrest. Even while being in the government, I gave my arrest.
I saw that Samajwadi Party MPs were going, former MPs from Muzaffarnagar were going with the family, leaders from Bihar were meeting the family, opposition MLAs were going—then why was I being stopped? I even said that the Meerut police chief could take me along in his own vehicle, but what law and order problem would occur if I went alone—that only they can tell.
I could have taken the law into my own hands, but we are peace-loving people and believe in the Constitution. I felt as much pain for Sonu Kashyap as his parents did. I want to tell all of you—if injustice happens to any member of society, I may reach a little late, but I will definitely reach.
Questions to Samajwadi Party Leader Akhilesh Yadav
Friends, today in Uttar Pradesh, if any caste politics is being discussed the most, it is of the Nishad–Kashyap–Bind–Gurjar community. It has become a trend to attract this community. The leader of the Samajwadi Party made the sister of Veerangana Phoolan Devi the head of the women’s wing, which is a welcome step. But I want to ask Akhilesh ji:
1. If you remembered the Nishad community, why so late?
2. If you wanted to honor Phoolan Devi, why did you not build her statue or park in Lucknow during your government?
3. If you had respect for her, why did your 37 MPs not demand a CBI inquiry in Parliament?
4. Why did you not honor her mother?
5. When was the last time you met her mother?
If you do not answer these questions, then the fishing community will not be misled. It understands that it should go with the party, not with middlemen.
Call for Unity & Future Vision
Today, we must stay united, follow the ideals of our great leadership, and move forward collectively for our rights. We must promote education, employment, and self-reliance. The time has changed—we are no longer dependent on others. We will move forward with our own strength.
Commitments for Gurjar Community
Additionally, I assure the Gurjar community that we will raise the following demands before the government:
1. Grant university status to Samrat Mihir Bhoj College (Dadri) and improve infrastructure.
2. Confer Bharat Ratna (posthumously) on freedom fighters Vijay Singh Pathik and Dhan Singh Kotwal.
3. Rename Meerut district after Dhan Singh Gurjar and name a major road after him.
4. Install a grand statue of Maharishi Kashyap in western Uttar Pradesh.
